This law prohibits governmental agencies from using their power or personnel to aid a political candidate or party. One of the groups the Office of Special Counsel is involved in investigating is the justice department.
Well, it appears that we have crossing investigations. The Justice Department is now looking at this office and it's Bush appointed leaders for violations of the Hatch act, among other crimes.
Nothing sums up the corruption of this group than these two highly ironic investigations.
UPDATE
For those asking about the Hatch Act
In addition to concerns about obstruction of justice, investigators are also looking into whether Bloch violated the Hatch Act, a congressional mandate that prohibits employees from using their offices for partisan political purposes.

He isn't being investigated for violating the Hatch Act. He is being investigated for retaliating against whistle blowers on his own staff and improperly dismissing whistle blower cases. Now that is irony.
The employees were reporting him for violation of the Hatch act.
I totally expected to see two words when I clicked over to read:
"They suck."
Alas, you offered more. :)
I couldn't find anything regarding his violation of the Hatch Act. According to the Wall Street Journal he was reported for failing to enforce laws prohibiting discrimination against gays. If there are Hatch Act violations too, I would like to read about.
Here is the WSJ link(sorry, html rusty):

Some the complaints I have read about include accusation that he tried to retaliate against staff members who complained about his efforts to use his office to aid Republicans. This was mentioned back when the use of the Geek Squad (of some sort) to wipe his computers was first disclosed.
