If the prerequisites for US military withdrawal from Iraq are the building of an effective fighting force and the Iraqis being capable of defending themselves, American troops may be here for a long, long time. What I saw of the Iraqi forces on the ground was sobering.

He'll claim that the iraqi "forces" are ready to take control of their country and handle everything, although they are on the brink of civil war, and the three groups continue to kill and bicker with one another, as they have for hundreds of years. But that's okay, it's all been fixed by Bush and three years of lackluster development.
