Falluja, again

But Falluja is approaching a turning point, American officials acknowledge, precariously balanced between rebuilding or degenerating into the urban battlefield it once was.


Despite being attacked twice, overrun and destroyed once, and locked down by US and Iraqi troops since it's destruction, insurgents are moving back in to town.

Bush seems determined to prove that resistance this strong can't be beaten by force.
