The lobbyist Jack Abramoff asked for $9 million in 2003 from the president of a West African nation to arrange a meeting with President Bush and directed his fees to a Maryland company now under federal scrutiny, according to newly disclosed documents.
Of course offering, and delivering are two vastly different things. This only becomes interesting if the President actually meets with him.
The African leader, President Omar Bongo of Gabon, met with President Bush in the Oval Office on May 26, 2004, 10 months after Mr. Abramoff made the offer.
But the president meets with leaders of nations all the time, why would this meeting be any more questionable than one with Tony Blair or Junichiro Koizumi

If is a little less common for the US President to host White House visits with leaders of countries that we denounce for human rights abuses. The timing of this is sure very interesting.
I don't suspect that President Bush himself made this decision. I would bet that Jack used his ties with ranking members of congress and with high ranking members of the Bush administration. Jacks power and ability to deliver money had to be respected, when he called they had little choice, they had to sell access to the White House.
It does show just how pervasive corruption has become in a republican controlled DC.
